Charles D. Raab (Privacy Protection in the Virtual Society) is Professor of Government at the University of Edinburgh (as from October 1999). For many years, he has taught and carried out research on information policy, including privacy protection and public access to information, and has published widely in academic journals and edited books. His Virtual Society? project on privacy protection builds on his previous work in this field. It looks at the shaping of the regulatory system for data protection, with particular reference to Britain, but in the context of European and global changes in the economic, governmental, technological, legislative and conceptual factors that currently affect the protection of privacy and personal data. The sources used in the research include a large amount of documentary material as well as extensive interviews in government, business, and other organisations. Dr. Gary Williams has been the Research Fellow for this project.

Charles Raab is also working on a jointly written book on data protection policies and systems, based on research conducted in the early and mid-1990s. He has co-authored a report for the European Commission on the adequacy of data protection in non-EU countries, with reference to the EU Data Protection Directive. He is on the editorial board of the journal Information, Communication and Society.
